The cultivation and administration of the cannabis for medical use they have always raised great discussions: this is why, even in Parliament, it has garnered a lot of dissent.
The law sets i uniform criteria for the use and cultivation of medical cannabis on the national territory. It guarantees all patients the same access conditions, promotes scientific research on possible medical uses and supports the development of production and processing techniques to simplify the therapeutic intake of cannabis.
What does the law on the therapeutic use of cannabis provide?
- The doctor will have the possibility to prescribe herbal medicines based on cannabis for pain therapy and other uses. The medical prescription, which is not repeatable, must indicate the dose, dosage and method of intake and the duration of the single treatment, which it cannot exceed three months.
- Cannabis-based drugs prescribed by the physician for pain therapy and other uses authorized by the Ministry of Health will be paid by the Health Service national. If prescribed for other uses, they remain outside the reimbursement regime (in any case, the VAT rate reduced to 5% applies).
- The cultivation of cannabis and its preparation and distribution in pharmacies is the responsibility of the military chemical pharmaceutical plant of Florence. If necessary, importation and cultivation can be authorized to other entities. Resources of one million and 700 thousand euros have been allocated.
- It is up to the regions and autonomous provinces monitor prescriptions, providing the Higher Institute of Health each year with aggregated data by pathology, age and sex of patients undergoing cannabis therapy, and communicating to the State Cannabis Organization the necessary needs for the following year.
- Finally, specific rules of the law provide for information campaigns, periodic updating of doctors and health personnel involved in pain therapy and promotion of research on the appropriate use of cannabis-based medicines.
