Cannabis light, according to the Superior Health Council cannot be considered safe and its sale should be blocked. Words that are arousing a strong debate and also numerous controversies.





Following an opinion requested in February by the general secretariat of the Ministry of Health, the CSS suggested activating

"In the interest of individual and public health and in application of the precautionary principle, measures suitable for not to allow the free sale of the aforementioned products".

A decision that could upset a market in full swing thanks to the Law 242 of 2 December 2016 "Provisions for the promotion of hemp cultivation and agro-industrial chain".

In May, the Ministry of Agriculture had even announced the rules for cultivation through one circular in which it was reiterated that "the cultivation is allowed without the need for authorization, requested, instead, for the cultivation of hemp with a high content of Delta-9-tetrahydrocannabinol (THC) and Delta-8-trans-tetrahydrocannabinol (D8-THC) for uses permitted by law ".

The two questions from the Superior Health Council

How to read on Adnkronos, two questions were asked at the Css: if the inflorescences of cannabis light should be considered dangerous for health and if they can be marketed, also establishing under what conditions.

Regarding the first question, the Css "believes that the danger of products containing or consisting of hemp inflorescences, in which the presence of 'cannabis' or 'cannabis light' or 'light cannabis' is indicated on the label, cannot be excluded. ".

According to the Council, in fact, the bioavailability of Thc even at low concentrations of 0,2% -0,6%, i.e. those permitted by law,

“It is not negligible, on the basis of literature data; due to the pharmacokinetic and chemical-physical characteristics, Thc and other active ingredients inhaled or taken with the inflorescences of cannabis sativa can penetrate and accumulate in some tissues, including brain and fat, well beyond measurable plasma concentrations; this consumption takes place beyond any possibility of monitoring and control of the quantity actually taken and therefore of the psychotropic effects that this can produce, both in the short and long term ".



Furthermore, according to the CSS it does not seem that it was assessed the risk of consumption of these products under certain conditions, such as age, presence of concomitant diseases, pregnancy / lactation states, drug interactions. Answering the second question posed by the General Secretariat of the Ministry of Health, the Council considers that

“The production of inflorescences or free sale to the public is not included among the purposes of the cultivation of industrial hemp; therefore the sale of products containing or consisting of hemp inflorescences, in which the presence of 'cannabis' or 'cannabis light' or 'light cannabis' is indicated on the label, by virtue of the opinion expressed on their danger, whatever their content by Thc, certainly raises cause for concern".

Based on the opinions expressed by the CSS, according to what has been learned from Adnkronos Health, the Ministry of Health has also requested an opinion from the State Attorney's Office, and is awaiting a response.

Decision against the tide ...

Words that come in the aftermath of the Canada's decision to make marijuana legal (not cannabis light) even for recreational purposes. But they come above all after the announcement of the WHO. The World Health Organization has made it known that it wants to scientifically re-evaluate the effects of marijuana, thus suggesting the possibility of eliminating it from the list of drugs.

This was announced by Marco Perduca, ex-radical senator and spokesman for the Luca Coscioni Association, present in recent days in Geneva during the open session of the Commission of Experts on Drug Addiction of the World Health Organization, who, therefore, for the for the first time in the history of the United Nations, it announces that it is launching a review of the therapeutic properties of cannabis.


An important step at a global level, a critical review process that will also aim to formulate operational recommendations.
