The latest rumors do not promise anything good since the Government, in spite of theinitial opening, would be willing to modify only a small part of the draft, unlike what has recently been requested by the Regions. Meanwhile, the 6 billion threshold is getting closer and closer.
Probably the postponement of the entry into force to October 1st will not take place, and perhaps the record Sara mandatory also for 12 kW systems upward. But what worries the associations is another fact and concerns the government's refusal to accept changes considered "essential" by the Regions.
Despite the overall positive opinion in the confonti of Development decree, the associations fear a step backwards by the Executive on the incentive system for photovoltaics. Through a joint note APER, Anie-GIFI and Assosolare put their hands forward: "This would be the umpteenth ideological position on which the Ministry of Economic Development is 'entrenched' for which, at this point it is imperative to say it, the only 'plausible' energy sources are fossil ones ".
Little thrust towards PV, according to the associations for which the renewables sector is ready to "make its contribution toexit from the crisis, but we would like that not only the costs of the incentives were included in the overall accounting, but also the items such as the reduction of dependence on energy from abroad, the protection from the volatility of the price of fossil fuels, the now demonstrated reduction of price of electricity and the creation of new jobs “. Not only energy account, therefore, but a set of measures that progressively lead to a reduction in the use of oil and related products.
According to the associations, there are many economic damage inflicted on the sector, due to the failure to raise the roof for small photovoltaic systems out of the register which would not allow "an adequate development of medium-small systems intended for self-consumption in SMEs".
But also the failure to raise the expenditure ceiling of up to 7 billion euros and the failure to move to October the entry into force of the Fifth Energy Account will entail, according to the associations, "a premature termination of the incentives themselves before the effective competitiveness of photovoltaics is achieved and on the other hand will create irreparable damage to those who are legitimately implementing the plants these days ".
"If these rumors were confirmed it would be yet another severe blow by the government to the detriment of operators in the renewable energy market". For this reason, APER, Anie-GIFI and Assosolare "are clamoring for the Government to respect at least the pact made with the Regions, bringing changes to the drafts requested by the Unified Conference".
