Reduced rate incentives
One of the most controversial points of the decree was that concerning the power of the plants also in relation to registration in the register. According to the associations, the optimal solution would have been the exemption for plants up to 200 kWh, while the Regions raised this quota to 100. For the Government neither solution was possible, but it sought a sort of compromise: exemption from registration of systems up to 20 kWh in the register and access to incentive rates not only photovoltaic systems up to 12 kW but also those up 20 kW. The latter, however, will have at their disposal a reduced rate of 20% compared to that due to the same plants registered in the register.
