The decree on incentives for thermal renewables was launched yesterday by the ministers of economic development Corrado Passera, of the environment Corrado Clini and of agricultural policies Mario Catania. Once fully operational, the system will guarantee reimbursements of up to 40% of investments for both private homes and public offices.
For over a year there has been talk of the possibility of incentivizing not only photovoltaics but also thermal sector. The draft ministerial decree announced yesterday during the Ecomondo event, underway in Rimini, foresees 700 million euros in bonuses to be allocated each year to families who choose to invest in the production and distribution of thermal energy from thermal renewable sources. 200 million a year will instead be allocated to the public administration. What will be incentivized with the new thermal energy account? Solar thermal, biomass heating, heat pumps, solar cooling and much more.
The decree, thus formulated has confirmed the forecasts, and will have a twofold objective: to boost the production of thermal energy from renewable sources, namely the aforementioned biomass heating, heat pumps, solar thermal and solar cooling and to accelerate energy redevelopment projects for public buildings.
Instead, for the interventions of energy efficiency, such as insulation, window frames and replacement of heating systems with condensing boilers, the incentives will be available only to the Public Administration. Because? To carry out these interventions, citizens will be able to take advantage of the 55% tax deductions, whose deadline has currently been extended until 30 June 2013.
Who will benefit from the new incentives? Plants with power up to 500 kW including heat pumps and heat pump water heaters, and solar thermal and solar cooling for gross solar surface area of less than 700 square meters. Up to 35 kW the incentive will be paid over 2 years, above this figure over 5 years. On average, the amount of the incentive available for each intervention ranges from 3 to 5 thousand euros. For this reason, there should be around 200 families who will be able to benefit from the bonuses.
The decree is now waiting to pass the examination of the Unified Conference.
