From the dedicated page you can download the forms necessary for the request for recognition of the system as "CAR" and, therefore, for the request for access to the support and incentive scheme provided for by the same decree which is based on the so-called White Certificates (or TEE, Energy Efficiency Certificates) of type II: for each year of operation, CAR certified systems are entitled to a number of White Certificates proportional to the energy savings obtained thanks to the system.
The TEEs obtained can be exchanged and negotiated, or used to fulfill the obligation referred to in the Ministerial Decree of 20 July 2004, which requires electricity and gas distributors, with more than 100.000 end customers, to carry out reduction measures consumption. Alternatively, the operator can request the withdrawal of the White Certificates by the GSE itself. The cogeneration units recognized by CAR and entered into operation after 7 March 2007 enjoy an incentive period of 10 calendar years (15 if combined with district heating networks). For those that entered into operation between 1 April 1999 and 7 March 2007, the incentive period is only 5 years.
By November 30, 2011, the request for incentives relating to the production of the years 2008, 2009 and 2010 must be forwarded to the GSE. For the years 2011 and later, however, the requests must be sent to the GSE by March 31 of the following year ( therefore starting from 2012).
