Fifth energy account: doubts after the publication of the ranking

After the publication of the first ranking, the first bad moods arrive. Meanwhile, the incentives are decreasing day by day

fifth energy tale. On September 24th, the Energy services manager he made the note list of the photovoltaic plants registered in the Register in such a position as to be within the cost limits and at the same time the list of plants excluded from the ranking in the absence of the necessary requirements.

It being understood that admission to the ranking does not guarantee access to incentives which, as the GSE explains, remains subject to verification of compliance with the other requirements set out in the Decree and the reference regulatory framework. According to the data, they are 3.600 plants in the ranking that result in a useful position. However, about 600 of them were already in operation and had not been able to access the Fourth energy account for his untimely end.

But that's not all good news. TER (Renewable Energy Technicians Association) ed MSA (Movement for the Development of Alternative Energy) with a joint statement expressed theirs fears about what emerged from the first ranking.

In the first place, the two associations highlighted "the enormous contraction of the market for small industrial / condominium installations", that is, those between 400 kW and 20-30 kW. There is talk of a 75% reduction. The cause? The numerous obstacles and the high uncertainty of some access rules includingenergy certification obligation, “For which the requested clarifications have only arrived at record Closed".

A register opened too early, they say, without giving the market time to absorb the new rules but also “a register that has not generated sufficient competition, with the result of being semi-empty (as many as 50 million unallocated) and therefore of missing the objective of selecting the best initiatives“.

The associations complain that from 2005 to date it had never happened that the requests for incentive for large plants they were lower than those allowed by the Energy Bill Decrees. For this reason, in fact, they defined the Fifth energy account "an evident failure".

Meanwhile, the counter of the GSE marks 6 billion and 343 million of incentives paid out.

Closer and closer to the end.
