He is about to end up run over, his mother saves him

Development decree. It was approved this morning from Cabinet met at 9.30 at Palazzo Chigi. The measure, aimed at creating "sustainable growth" and "quality employment" was proposed by the Minister of Economic Development and contains a package of urgent and structural measures.

From a strictly environmental point of view, the Development Decree introduced various measures. From the exemption for drilling to the bonus for renovations. Even the Sistri was discussed within the Council of Ministers, even though Minister Passera himself had already announced his suspension. But here are the main points of the development decree in detail.

Derogation for drilling

Within the document, a fund has been set up for the activities of safeguarding the sea and the safety of offshore operations, financed through the increase in royalties for offshore extraction (from 7 to 10 per cent for gas and from 4 to 7 percent for oil). A single buffer zone was also established, for oil and gas, which raised the threshold from the current 5 miles to 12 miles from the coast lines and from the external perimeter of the marine and coastal protected areas, referring to all the new activities of prospecting, research and cultivation. However, the drafts circulated provide that the limit may be "reduced, up to no less than 7 miles, for the activities identified in agreement between the ministers of economic development and the environment".

Sistri postponed to December 2013

Now only the official was missing. The Waste traceability system was suspended on the grounds of "allowing the necessary checks on operation". The stop period will last for a maximum of 12 months.

Support for the poor

The new dl has established a fund for the distribution of food to the poor, through charitable organizations.

Development of youth employment in the green economy

The new decree, as anticipated in recent days, looks at youth employment in the so-called green jobs. To do this, it has extended the subsidized loan provided by the Kyoto fund, on which 470 million euros are available, to public and private entities operating in 4 further sectors of the Green Economy: protection of the territory and prevention of hydrogeological risk and seismic, research and development and productions of biofuels second and third generation, research and development and production and installation of technologies in solar thermal, solar in concert, thermo-dynamic solar, photovoltaic solar, biomass, biogas and geothermal, increase in efficiency in the final uses of energy in the civil and tertiary sectors (including social housing). Funding for investment projects is linked to the creation of new youth employment for an indefinite period.

Renovation bonus

Space also for incentives for the energy improvement of buildings. From 1 January to 30 June 2013, those who carry out energy redevelopment interventions can benefit from the tax deduction of 50 percent. Furthermore, the discipline of tax incentives for building renovation costs is confirmed and extended. The facility favors ordinary building interventions.

The national president of Legambiente spoke on this last point Vittorio Cogliati Dezza, who said: “The Government did well to include urban redevelopment in the development decree as a driving force for economic revival and the building sector in crisis. It is a pity, however, that the rules provided for in the provision risk stopping precisely that innovation which is indispensable for energy redevelopment and the safety of the building heritage itself. Sorry to report that not even the earthquake in Emilia or the agreement reached today in the European Parliament on the new Directive for energy efficiency have led to a change in the way of addressing the priorities for relaunching construction in our country ".

Two critical points highlighted by environmentalists: first of all, the fact of putting innovative and non-innovative interventions on the same level "with equal incentives both for those who produce savings and well-being and for those who waste energy and use old, unsafe and polluting materials". Secondly, Legambiente complains about the lack of objectives in urban redevelopment: "It is right to propose a national direction for interventions and provide resources for the most degraded areas - he concluded Cogliati Dezza -, but it is absurd that there is no objective of innovation or quality and transparency, when these construction sites can and must make zero-consumption building and architectural and urban solutions chosen through competitions in a transparent way become the protagonist ".

For this reason, Legambiente asks the government and parliament not to "stop the path of innovation and thus help families and job creation".
