With the new DL Energia, the installation interventions of photovoltaic panels on buildings become "ordinary maintenance interventions" and can be carried out without the need for authorizations or permits.

In response to the energy emergency that has hit our country and the whole of Europe after the outbreak of the conflict in Ukraine, the government tries to run for cover by giving importance to renewable sources and devising incentives that move in the direction of independence from fossil sources such as coal, oil and natural gas.
Approved by the Chamber of Deputies, in these days, the new DL Energia: the text now goes to the Senate, where it will be voted on next week. The decree, in addition to exposing measures to contain the costs of bills and economic support for families, struggling with expensive energy, contains important changes regarding renewable energy sources: photovoltaic, wind and geothermal.
Domestic photovoltaic: it will be easier to install it
The first junction of the new DL concerns the installation of photovoltaic panels on the roofs of buildings: if until now this intervention required specific authorizations and resolutions, which lengthened the time of implementation and discouraged many citizens, with the new law photovoltaics will be considered "Ordinary maintenance intervention" and therefore no longer subject to the acquisition of permits and other administrative acts of consent.
This applies not only to the roofs of buildings and independent housing solutions, but also to buildings located in historic centers. Villas, gardens, parks and complexes with an aesthetic / traditional value are excluded from the provision - on which it will be possible, however, to install panels in the roofs that are not visible from the outside or from the panoramic points of view (unless such roofs are made in traditional local materials).
This means that the installation interventions of photovoltaic systems in historic centers they can be carried out without the need for landscape authorization. This does not apply to buildings located within areas of public interest, such as the historic center of Florence (World Heritage Site by UNESCO): in such cases the final word on any installation rests with the local superintendency.

Energy efficiency of the public administration
Other measures contained in the Energy Decree refer to specific measures to contain energy consumption in the public administration sectors, in order to reduce energy waste and, consequently, the funds to be allocated to this area.
In all public offices and public administration buildings, starting next May 1st and until March 31st 2023, cold air conditioning systems will not be able to drop below 27 ° C, while hot air conditioning systems they will not be able to reach temperatures above 19 ° C - this is to create conditions of climate tolerance without wasting energy in one or the other direction.
Furthermore, the establishment of a Energy Saving Day and sustainable lifestyles, which will be celebrated on 16 February. On this day, public institutions will be able to adopt initiatives to save energy and natural resources, promoting meetings, conferences and concrete interventions dedicated to the promotion of energy saving and sustainable lifestyles.
