    The Tuscany Region has approved a resolution proposal containing, in implementation of the National Guidelines, the criteria for identifying the areas in which photovoltaic systems can be installed and, vice versa, the areas in which the choice of photovoltaic will be precluded.     The main novelties of the proposed resolution, signed by the councilors Anna Rita Bramerini (environment and energy), Anna Marson (in charge of the territory) and Gianni Salvadori (agriculture) are the following: it is It is forbidden to install large photovoltaic systems in the agricultural area (up to 200 Kw of power) while, on the contrary, it will be possible to install small (from 5 to 20 Kw) and medium-sized (from 2 to 200 Kw) systems.

    The resolution also provides for the establishment of a real one list of areas not suitable for installation, partial or total, or burdened by an installation ban that takes into account not only the particularity and typology of the areas in which it will operate, but also the power and size of the systems. Are excluded from the installation of photovoltaic systems, for example, the sites included in the list ofUnesco as a world heritage of Humanity, as in the case of the landscape of the Val d'Orcia. Likewise, photovoltaic installations on "areas and properties of considerable cultural interest", "areas and restricted properties" will be prohibited; but also high landscapes of particular value, defined as “zones within visual and panoramic cones whose image is historicized”; "Cultural emergencies and areas adjacent to archaeological and cultural parks"; "protected natural areas";" Wetlands pursuant to the Ramsar Convention ";" Dop, Doc, Docg and Igp areas ";" areas classified at hydraulic and geomorphological risk and areas used for safety measures "and, finally, areas already restricted in based on Article 142 of the Code of Cultural Heritage and Landscape ".

    According to Councilor Bramerini "With this proposal, Tuscany aligns itself with national guidelines by combining the development of photovoltaics with the enhancement of the rural area and its economy". "In the next few days", the commissioner continued, "A further phase of work will open in which a rapid survey will be made in the Provinces and Municipalities to collect further proposals for the identification of areas not suitable for photovoltaics and other systems to be renewable energy".

According to Giordano Pascucci, president of the CIA Toscana, the provision of the regional administration is highly anticipated by farmers since in this way photovoltaics will be able to continue to develop through the proliferation of small plants without real "aggression" to the agricultural territory, given that it will be more difficult to change the intended use of the land on which to install the photovoltaic systems the land.
