Photovoltaic greenhouses: incentives only if the solar panels do not exceed 50%

Photovoltaic greenhouses enjoy the incentives provided for by the Fourth Energy Account only if the surface covered by photovoltaic panels does not exceed 50% of that of the roof. This was stated by the GSE, the manager of energy services, which has just published the “Application rules for the recognition of incentive tariffs” on its website. It is a sort of very detailed vademecum that is used to correctly fill in the request for access to incentives for photovoltaic energy.

With the Fourth Energy Bill, in fact, the rules have changed: the distinction between non-integrated, partially integrated and fully integrated systems has been abolished, replaced with the differentiation between systems installed on buildings and systems, on the other hand, installed on the ground.

And the greenhouses? Can they be considered buildings (and therefore have higher incentives) or not?

For the GSE, the answer is negative, the greenhouses are not buildings, like pergolas, acoustic barriers, canopies and canopies, however stacked, they are not buildings; the rural buildings are equated to buildings, provided that they are registered before the date of entry into operation of the photovoltaic system.

Le photovoltaic greenhouses, in fact, they are massively replacing ground systems, less convenient, except that in this way there is the risk of having equally expanses of panels, only raised to two or three meters above the ground and, above all, of do not combine cultivation and electricity generation, impossible if the roof of the greenhouse is 100% covered by photovoltaic panels: the sun does not filter inside, except in cases of particularly transparent panels, and therefore is not useful for growing products. The GSE specifies, therefore, that the greenhouse cannot have excessive photovoltaic coverage, but must let the sun pass. It cannot be, in practice, a ground system raised two meters above the ground.

The greenhouses following the intervention must present a ratio between the projection on the ground of the total surface of the photovoltaic modules installed on the greenhouse and the projection on the ground of the total surface of the greenhouse cover not exceeding 50%. This requirement must be respected by all plants that apply for the incentive rates provided for by the Decree, regardless of the date of authorization or start of construction and whatever the Responsible Party is. Otherwise, no incentives.
