A network of structures to be considered as temporary stalls hosting dogs awaiting their adoption. And the network of certified micro-kennels, able to help municipalities to govern a phenomenon that the law entrusts to their responsibility, that of strays.

The idea comes from Anci, Federsanità, Fondazione Prelz and Enpa, which have signed a memorandum of understanding to strengthen their collaboration on a terrain that has relevant public health profiles. It starts with a pilot experience, which will be carried out in the Municipality of Macchia di Isernia, where this new one will be disseminated innovative model compared to extra-large kennels so far made.

According to the wishes of the signatories, the "small" network has a double advantage: better animal health control, and a 'more transparent' management of the structures from an economic point of view.

“Small structures - specifies the president of Enpa, Carla Rocchi - can be managed directly by the municipalities or entrusted to small social cooperatives, which means new employment. But above all the savings for the reception will free up important resources to be used in the prevention of the stray phenomenon ".

The agreement, signed by Alessia De Paulis Anci delegate for the problems of stray animals, Giacomo Bazzoni, deputy vice president of Federsanità, Irene Tiburzi, delegated to the institutional relations of the Prelz Foundation onlus and by Carla Rocchi, president of the Enpa onlus, indicates three projects around which, at the beginning, the collaboration between Municipalities and associations will revolve.

An s will also be madeection of the ANCI website which will host a report on stray dogs dedicated to the Municipalities, with all the regulatory instruments capable of promoting a correct coexistence between citizens and animals, and a targeted contrast of the 'stray' phenomenon.

In this context, the guidelines for the adoption of a municipal regulation for the protection of animals will be disseminated, and a section will be opened to encourage the creation, in each Municipality, of a reference structure on animal problems, especially those of affection. .

"With this protocol - explains Alessia De Paulis Anci delegate for the problems of stray animals - the association makes its structure available to the signatory associations, both with the aim of spreading the network of micro-kennels in the area and for the dissemination of regulations and the disclosure to the Municipalities. Our commitment will be above all to sensitize all municipalities to identify shared solutions for a coexistence between humans and four-legged friends that is as easy as possible, with respect for all ".

Full support also from Giacomo Bazzoni, vice president of Federsanità: “Eradicating the phenomenon of strays, guaranteeing the health of animals, also means intervening to protect the health of citizens. We will give the maximum collaboration ". Irene Triburzi of the Prelz Foundation, who has been an advocate since 2012 of "a concrete collaboration to make the knowledge and experiences developed by volunteers available to the mayors" is also satisfied with the signing. For Carla Rocchi of Enpa, the agreement represents "a great step towards the definitive affirmation of a code of conduct for correct coexistence between humans and animals ".
