Another stop to the measure, presented by the Democratic Party. The Chamber rejects the rule, after a postponement and long discussion, with 253 votes against and only 189 in favor. The reason? According to the calculations of the Accounting Office, lowering the VAT would cost too much.

"The cost is 212 million to bring VAT from 22% to 10% and over 300 million to bring it to 5, explained the president of the Budget Commission of the Chamber and rapporteur of the measure, Carla Ruocco, confirming the negative opinion.

"Today the cinquestelle have lost yet another opportunity to prove themselves authentic and not virtual defenders of equal opportunities", commented the deputy Pd, Enza Bruno Bossio.

“We asked for it in the Budget Law, and you rejected our amendments, we re-proposed it today on tax simplifications: we bring the VAT on sanitary towels to 5%, they cannot be considered luxury goods. There is no problem with Europe, the covers are there, let's go back to the Budget Committee and let's define them together ”, said the deputy Pd Francesco Boccia.

Vat Absorbents: Stop for the second time

It is the second time that the lowering of VAT applied to sanitary napkins is a subject of discussion in Parliament.

A first stop came in the autumn, during the discussion on the budget law, by the Deputy Minister Laura Castelli, who had explained that it was not possible to proceed with the VAT cut due to the risk of sanction by the EU. But the European community had made it known that there was no obstacle and no sanction.


A petition was also launched online, to reiterate that sanitary pads are not a luxury item. But the signatures did not have the desired outcome.


What will happen now? The proposal should be re-evaluated by the Finance Committee.

The situation in Europe

Ireland abolished VAT altogether, France raised the tax from 20% to 5.5%, in England it was reduced from 17,5% to 5,5%, Holland to 6%, while in England it was reduced from 21% to 6%. Belgium the reduction has been included in the budget law from XNUMX% to XNUMX%.
