Universal child allowance: how much and from when does the Family Act come into force

Incentives for female work, reform of parental and paternity leave and, measure of the measures, a universal child allowance. In the last few hours, the Council of Ministers gave the green light to the bill "Measures for the support and enhancement of the family", the much better known "Family act". With it, a series of incentives will (finally) interest families, starting right from that longed-for one financial support for dependent daughters and sons.





But what does it consist of? How much is? And what will the waiting times be?

Already announced by Minister Bonetti last December, what seems clear now first of all is that the amount of the universal allowance will be the same for a basic quota for all families with one or more children to which a variable quota determined by brackets by the Isee indicator.

It will also replace the other welfare measures (baby bonus, mother tomorrow bonus and nursery school vouchers but, in any case, they ensure that the allowance will be equal to or higher than the current measures envisaged), it will start from the seventh month of pregnancy (up to 18 years) and will be increased in the case of children with disabilities.

In general, the text of the Ddl outlines the regulatory framework and the deadlines in which the Government will have to approve the legislative decrees implementing the delegation, with the aim of "supporting parenthood and the social and educational function of families, counteracting the birth rate , enhance the harmonious growth of girls, boys and young people and encourage the reconciliation of family life with work, especially for women ".

As for the single allowance, the note of the Cdm reads, "within twelve months from the entry into force of the delegation law, a legislative decree establishing the universal allowance containing the reorganization and simplification of economic support measures for daughters and sons dependent, as well as one or more legislative decrees for the establishment and reorganization of measures to support the education of daughters and sons ".


What is the universal allowance, how much it amounts and when will it come into force

Article 2 (the bill consists of 8 articles) contains the delegation to the Government to adopt by November 30, 2020,a legislative decree for the institution of the universal allowance and the reorganization of all economic support measures for dependent children.


Based on the principle of universality, the allowance will be attributed indiscriminately in a basic quota to all households with one or more children, to which a variable quota determined by brackets by the Isee indicator is added. In determining the amount, the age of the dependent children will also be taken into account.

The check will be monthly and will be paid from the seventh month of pregnancy until the age of 18 of each child, with the exception of the disabled daughter or son for whom no age limits will apply, through a sum of money or through the recognition of a tax credit to be used in compensation.

In the case of children subsequent to the first, the allowance will have a 20% increase, even in the case of a disabled daughter or son.

Finally, the amount of the universal allowance will not contribute to the formation of taxable income, nor for the purposes of income support benefits and, in addition, a safeguard clause is envisaged for which a compensatory supplement to the amount of the allowance is recognized to ensure that the same is not less than that enjoyed by the family unit before the legislative decree implementing the delegation comes into force.

To recap:

  • the allowance will be universal and for this reason assigned indiscriminately in a basic amount to all families with one or more children
  • a variable determined by the Isee indicator will be added to the base quota
  • it will be paid from the seventh month of pregnancy until the eighteenth year
  • there will be no age limit for disabled children and daughters
  • in the case of children subsequent to the first, the allowance will have a 20% increase, even in the case of a disabled daughter or son
  • it will be paid through a sum of money or through the recognition of a tax credit to be used in compensation
  • the amount of the universal allowance will not contribute to the formation of taxable income, nor for the purposes of income support benefits

But in a nutshell?



When the plan was presented by Minister Elena Bonetti to Leopolda, the amount charged was 240 euros per month and up to 400 euros for children from 0 to 3 years old. But for now there is no certain news or concrete figures.

We reiterate that it remains assured that the allowance will in any case be equal to or higher than the current measures envisaged.

Nursery schools and universities

As part of the reorganization of support measures for dependent children, the draft law also provides for a voucher for the payment of fees for nursery schools, micronids, spring sections and preschools. The contribution for nursery and kindergarten fees will be up to 100%.

Finally, tax deductions are envisaged for expenses relating to the rental contract for homes for adult children enrolled in a university course.
