Tmb Fire Salary: PM10 and dioxin beyond the limits. Arson hypothesis grows, resulting in environmental disaster

Dioxin more than doubled in two monitoring stations and a waste emergency looming on the eve of the Christmas holidays. Rome risks paralysis, but in the meantime the ARPA provides the first data on air quality following the fire that affected the Tmb salario on 11 December.

In recent days, the regional agency has monitored the concentration of pollutants from the air. The news isn't good, but that was to be expected.

PM10 more than doubled

The PM10 values of the three monitoring stations closest to the plant measured on Monday and Tuesday speak for themselves. Both the night of the fire and the night of Tuesday,

"A increased concentrations while not recording any exceeding of the limits. The values of the particulate matter (PM10) measured in the control units of the municipality of Rome on 11 December show a general increase in concentrations compared to previous days and, in the stations of Villa Ada (56 μgr/mc) and Tiburtina (54 μgr / mc), two exceedances of the daily limit equal to 50 μgr / mc ”reads the ARPA update.

Before the accident, the values were significantly lower as shown in the following table:

For Arpa Lazio there are no doubts. Especially in the case of Villa Ada, the measured PM10 value is affected by the contribution of the emissions generated by the TMB fire.

Dioxin

As for dioxins, the ARPA explains that there is no regulatory reference. If you take into account the guidelines of the World Health Organization

"Equivalent toxicity concentrations in urban environments of dioxins and furans are estimated to be approximately 100 fg / m3 even if the variability from zone to zone is high, while concentrations in air of 300 fg / m3 or higher are indications of localized emission sources ".

In light of this, the dioxin and furan values measured in Rome are higher than the guide value defined by the WHO.

The hypothesis of fraud

The speed of propagation of the fire, as well as its destructive power, are anomalous and suspicious. This is what emerges from the fire brigade report. In addition, in the tank from which the fire spread, illegal waste would have been found, such as hospital waste, which would have accelerated the flames. And right here the cameras are turned off (perhaps tampered with?). Also for this reason, in the file of the deputy prosecutor Nunzia D'Elia and of the prosecutors Carlo Villani and Luigia Spinelli, the culpable disaster is hypothesized. The hypothesis of the malicious act with consequent environmental disaster is evaluated, also considering the data released by ARPA Lazio.

IPA

Among the normally detectable polycyclic aromatic hydrocarbons (PAHs), the value of benzo (a) pyrene measured is higher than the annual limit set by Legislative Decree no.155 / 2010.

What will happen to the waste?

At first, the councilor for Environmental Sustainability Pinuccia Montanari had made it known that the managers of the plants in Viterbo, Aprilia, Frosinone and Rocca Cencia had come forward “to come to the aid of the capital”. These regional operators had made themselves available, for a month, to accept Rome's waste.

Mayor Virginia Raggi confirmed that the Tmb Salario will no longer reopen.

“The fire yesterday made it unusable and it is not economically advantageous to renovate it. We had already planned to close it by 2020. In its place we would like to create a creative recycling plant, a place where people can bring objects they do not use and which will have new life. It could also be a meeting place, in France they are called repair cafes. We want to solve the problem structurally, which is why we are working together with all the institutions to avert a waste emergency during the Christmas period ”.

A series of short and medium-term solutions are being examined but, explains Raggi, the closure of the plant will have a cost.

“If we had closed it by 2020, this cost would not have occurred as the tons of unsorted waste present in the plant would have been gradually reduced thanks to the introduction of separate collection. We will try to minimize an increase in the rate of waste, the Tari. I have already sensitized the Prefecture and the Ministry of the Environment to avoid speculation ”.
