Thermal energy account: this is what changes in the incentives for solar and thermal renewables

The energy account will have a twofold task: encourage the production of thermal energy from renewable sources and in particular biomass heating, heat pumps, solar thermal and solar cooling and at the same time accelerate i energy redevelopment projects for public buildings.

Who can take advantage of the incentives

The new incentive system is aimed above all at subjects excluded from tax deductions of 55 and 50% since they are not subject to IRPEF or IRAP, i.e. public administrations and subjects who, having limited incomes, did not qualify for the deductions. On the one hand there are therefore public administrations, which will be able to obtain bonuses both for interventions to increase energy efficiency and for the production of thermal energy from renewable sources. On the other hand, there are private individuals, i.e. natural persons, condominiums and subjects holding business income or agricultural income, for which the incentive will only concern interventions for the production of thermal energy from renewable sources and systems with high efficiency.

What is included in the Thermal Energy Account

They fall within the interventions that can be incentivized for the energy efficiency of existing buildings: the thermal insulation of opaque surfaces delimiting the air-conditioned volume, the replacement of transparent closures including frames delimiting the air-conditioned volume, the replacement of existing winter air conditioning systems with winter air conditioning systems using condensing heat generators, installation systems of screening and / or shading of transparent closures with exposure from East-South-East to West, fixed or mobile, not transportable.



Instead, they fall within the interventions intended for the production of thermal energy: the replacement of existing winter air conditioning systems with winter air conditioning systems equipped with heat pumps, electric or gas, using aerothermal, geothermal or hydrothermal energy, the replacement of winter air conditioning systems or heating of existing greenhouses and buildings existing rural areas with winter air conditioning systems equipped with a biomass-powered heat generator, the installation of solar thermal collectors, also combined with solar cooling systems and the replacement of electric water heaters with heat pump water heaters.

One exception concerns the the companies agricultural who can benefit from incentives not only for the replacement but also for the installation of winter air conditioning systems equipped with biomass-fueled heat generators.

How much for the private sector and for the PA

Overall, it is 900 million euros, of which 700 for the private sector and 200 for the public. The contribution will be given by the GSE in equal annual installments for a period ranging from 2 to 5 years depending on the type of intervention and will cover approximately 40% of the costs incurred. Furthermore, once the respective annual spending limit has been reached, the beneficiaries will still have 60 days to apply for the incentives.

How to apply for incentives

Those who want to benefit from the bonuses must submit the application through the GSE portal within 60 days from the date of the intervention or completion of the works. Slightly different is the procedure for public administrations, which as an alternative to the procedure for direct access to incentives can submit the application to the GSE through an application form with a quote, already at the time of defining the energy performance contract with the ESCO or the agreement with Consip SpA or with the regional purchasing center for the award of the energy service, integrated with the energy requalification of the systems concerned. In this case, a copy of the contract signed by both parties and immediately enforceable is attached to the application with reference to the intervention to be performed.



Can be combined with other incentive systems

According to the text of the decree, the incentives can only be assigned to interventions that do not access other state incentives, without prejudice to guarantee funds, revolving funds and interest rate contributions. Furthermore, only for public buildings for public use can these incentives be combined with capital account incentives.
