    Free photovoltaic systems for 20 years. This was the promise made by Ener (National Agency for Renewable Energy) and Energesco to dozens of families of the Mountain Community of the Sibillini Mountains, Sarano and Subasio, in the province of Perugia, within the "100 gazebos for 100 municipalities" project, which we talked about with enthusiasm last year, but which unfortunately has turned into a real scam against citizens.

This was the promise made by Ener (National Agency for Renewable Energy) and Energesco to dozens of families of the Mountain Community of the Sibillini Mountains, Sarano and Subasio, in the province of Perugia, within the "100 gazebos for 100 municipalities" project, which we talked about with enthusiasm last year, but which unfortunately has turned into a real one fraud to the detriment of citizens.



    The families who had joined the project had been promised to build photovoltaic gazebos within their own land that would allow each of them to self-produce their own electricity, taking advantage of the incentives provided for all those who had decided to invest in photovoltaics. The gazebos would also have been suitable to be used as real canopies under which to shelter their cars or enjoy the coolness during the summer.

    The promoters, once the necessary contracts had been stipulated with the interested parties, should have take care of the whole process practical and bureaucratic setup, connection to the electricity grid and maintenance of the systems, as well as the dies necessary to obtain the benefits provided for by the Energy Account. Unfortunately, this did not happen, on the contrary, the citizens who were still waiting for answers on the failure to set up their gazebo, received an unexpected amount bitter Christmas present.

    Although the necessary operations never started, a letter was sent to the interested parties on 23 December last, asking them officially to provide for the payment of installments requests to cover the amount of the figure of approx 22 thousand euros, which had to be destined for the installation - never happened - of the solar panels foreseen by the initial project. The construction of the plants and the payment of the installments would have had to deal entirely with Energesco, which in exchange would have obtained its earnings by receiving public contributions for the introduction of the energy produced into the grid.

    The Energesco company, however, is nothing short of evaporated into thin air, after taking charge of the unfortunate move to send solar panels to the homes of those who had joined the project, which proved to be inadequate or even stolen. Each family, for the construction of the plants, had to take out a loan with a financial agency (the Bbva Finanzia Spa of Bilbao), to which the installments should have been paid by Energesco. Now this money has been requested back directly from the families, who risk being registered as insolvent payers.



    The necessary investigations are still underway to resolve the thorny issue of the non-execution of the works by Energesco, which was responsible for one of the most massive scams that have affected the Umbria region. There was no lack of protests by citizens and consumer associations. The investigations are still in the hands of the judiciary, which will have to verify the position of all those institutions and public bodies involved in the promotion of the public announcement of the initiative, which turned out to be fraudulent, among which the Ministry of the Environment is not absent.
