But is not so. It all stems from the fact that the Authority for Electricity, Gas and Waste (Arera) recently approved a resolution that will allow electricity distributors to recover some credits through the bills of all consumers.
This does not mean that we will pay each other's bills in full. To be precise, citizens will be charged part of the general system charges, one of the many items on the bill, not strictly linked to energy consumption.
According to what Arera explains, “the aforementioned provision (resolution 50/2018) concerns only a particular case series, limited in number, and only a part of the general system charges provided for by law. In particular, the recognition identified by the Authority for distributors only is partial and relates only to the general system charges already paid by them but not collected by those sellers with whom, in the face of the latter's default, the distributors have interrupted the related energy transport contract, thus effectively suspending the possibility of operating in the energy market for these subjects ".
There is also talk of 200 million, but beyond that, nothing else is known. It is too early to talk about figures given that the measure is not yet final and one is in progress public consultation, which will end in March.

“As soon as the consultation of the document is closed, we will challenge this absurd provision before the Regional Administrative Court, yet another of this pro-distributors Authority”, says Luigi Gabriele of Codes. "The energy suppliers take action against the real insolvent managers, among other things we shudder at the thought that other resolutions on the subject will be finalized in the next few months to complete the procedures with which consumers will have to repay what has not been paid by the crafty ones, who knows what else the Authority will invent ”.
Codacons is also intervened on the issue of the hoax circulating on the web and on Whatsapp:
“Messages are circulating on social networks and through texts sent from mobile phones announcing a charge of 35 euros on the April electricity bill, aimed at covering the debts of defaulting users, that is, those who have not paid their electricity bills. A very dangerous message because it also invites us not to pay the bill pending an unspecified sentence from the TAR, and to reduce these 35 euros from the postal order. It is a full-fledged hoax, which is only partially based on a real aspect ".
Despite the invitation not to believe in the hoax, Codacons is opposed to the possibility of spreading arrears on end users, even if limited only to unpaid system charges.
"A principle for Codacons clearly unfair because, beyond the amounts and the extent of the top-ups in the bill, it spreads part of the debts accumulated on electricity bills on honest consumers".

For this reason, it is preparing an appeal to the Lombardy TAR, where it will challenge the resolution asking for the cancellation in the part in which it charges the entire community for unpaid system charges.
