    DigitPa raised a number of questions regarding the procedures followed by the Ministry for the assignment to Selex of the planning and realization of the Sistri. Then the Minister Clini sent the DigitaPa data to the State Attorney's Office and to the Command of the Ecological Operational Unit of the Carabinieri for the relevant assessments. But by then it would already be too late to get the waste traceability system started 1 ° July. For this, the Minister proposed to suspend the effects of the contract stipulated between the Ministry of the Environment and Selex.

    Which obviously society didn't like it, more convinced than ever that the Sistri must enter into force on time. And in a note he explains: “The postponement of the entry into force of the Sistri Occurred 7 times, it has always been due to factors external to our company. Whenever the competent ministry has deemed it necessary to make changes to the legislation, our company has always been ready to adapt the system to the requests made ".

    Whose fault is it? A collective blame game, this is the first sensation that comes out. If the Ministry awaits the assessments but Selex is ready to make any changes, what is the obstacle? "There digital platform- they say from Selex - it has been up and running since 13 January 2010 and has been designed to apply the regulations in force at the time of its introduction. It is therefore ready to be used by all users who, when fully operational, will thus reduce their costs by about 70% compared to the current paper system ".



    According to Selex, one more postponement of the entry into force of the Sistri, or worse, its suspension “would make our country lose the technological advantage so far acquired compared to the European partners and it would certainly not be of help for the companies that today are asking above all for certainty of the rules and reduction of bureaucracy in the formalities “.


    Finally, we must add that while waiting to clarify the situation, Clini proposed the suspension of the payment of contributions by companies for the year 2012: "The suspension period will be necessary to clarify all aspects relating to Sistri and definitively decide whether the system works, if it needs to be modified or replaced, by 30 June 2013 at the latest. Because in any case it is necessary to have an efficient system for the traceability of waste ".
