    As announced in recent days and reiterated by GreenBiz.com, the long-awaited extension for all of Sistri, the IT management system for the traceability of special waste that should have been fully operational on 1 October 2010, has finally been made official in the Official Gazette.

    On the other hand, the decree of 28 September 2010 published yesterday, consisting of only two articles, while leaving the date of XNUMX October as the beginning of the formal operations of the Sistri "lagging" companies for another 3 months to adapt to the new legislation and replace paper supports such as the waste loading and unloading register with electronic devices.

    In practice, those who have already adapted and managed to be in possession of the new electronic media can already begin to use them, while for those who have not yet received them the decree sets the date of November 30, 2010 as a term for the delivery of keys and black boxes. The deadline for the use of paper documents was set at 31 December 2010 and the related sanctions will therefore start with the arrival of 2011, starting from 1 January.

     

    Yesterday's one represents a further extension of the Sistri, the fourth, loudly requested by the companies and trade associations concerned such as CNA, Rete Impresa, Assosoftware and Confindustria itself. Absolutely necessary extension, given the great delays, "to allow the completion of the configuration and delivery phase of the electronic devices necessary to start the system and thus ensure the full and continuous operation of the waste traceability mechanism"

    It is estimated, in fact, that they are at least the 50% of the companies still not in possession of the material and according to Unatras “only one out of ten vehicles was able to equip itself with the black-box necessary to carry out the satellite control of waste”.

    Yesterday's extension decree, therefore, which extended the implementation times and provided for the period of coexistence of paper and computer traceability, will allow to complete the delivery operations of the devices and to verify the correct functionality of the electronic system. As regards the sanctions, in these three months of experimentation the punishable offenses will remain exclusively those relating to the violation of the obligations relating to registers and forms.



    It will only be starting from January 2011, XNUMX that the sanctions for the Sistri will be applied.
