The administration of Utrecht offers incentives for citizens who intend to plant the roof of their homes or who want to install solar panels on the roofs of their houses.
As you can read on the Municipality website:

A green roof is good for a healthy and liveable city, which can therefore better deal with climate problems.
Green roofs help prevent flooding and allow you to suffer less from the heat.
A good time to install a green roof is when the old roof covering is worn out or when asbestos roofs need to be remediated.

On the roof you can combine plants e solar panels: the latter seem to work better and last a long time if installed on roofs where there is vegetation.
