Free healthcare for pets is approved in Lombardy.

The Health Commission of the Region has in fact given a favorable opinion to the Integrated Regional Plan of Veterinary Public Health 2019-2023 (PRISPV), which also provides for a feline registry. Now the last word belongs to the Regional Council.
If the owners live in economic difficulties, for which they are not in a position to ensure prevention interventions, such as sterilization and vaccine prophylaxis, and emergency first aid, as in the case of a road accident, therefore, the new Plan provides for free veterinary interventions.
This is one of the most important key points of the provision aimed at providing "adequate funds in order to provide for the establishment of free basic veterinary assistance for the care of pets whose owners fall within a socio-economic range weak".
“The favorable indication of free veterinary assistance for people in economic difficulty should be read thinking about the positive function that pets play, especially in relation to people with frailty. An aspect that we have had the opportunity to investigate, from a healthier point of view, on several occasions during our work ”, comments the speaker and president of the III Commission of the Lombardy Regional Council, Emanuele Monti.
Another innovation proposed by PRISPV 2019-2023 concerns the introduction of the compulsory registry of all cats present on the regional territory, whose possession takes effect from 1 January 2020.

At the same time, the amendment was also approved which strengthens the need to "promote the welfare and protection of animals, promoting and disseminating the principles of correct coexistence between humans and the animal world". Each animal “must be cared for in such a way as to avoid conditions that are not suited to its characteristics of species and breed. To this end, the keeper must keep them in compliance with the physiological and ethological needs of the species ".
