Fifth energy bill: the Regions put their feet up. The changes to the incentives have to be done

The Regions put the government with its back to the wall. Negative opinion if the executive does not accept the proposed changes

He is about to end up run over, his mother saves him

fifth energy tale. Yesterday the opinion of the State-Regions Conference on any changes to be made to bozza of the decree on incentives for photovoltaics. But the Regions have opted for a postponement of the examination of the decrees, but with an end to the benefit of the sector. A kind of aut aut: negative opinion if the Government does not accept the proposed changes.

This is what emerged from the meeting that took place yesterday in Rome. The official point of view of the Regions it is therefore the postponement of their opinion until some corrections are made to the text of the fifth energy account. Which?

First, the referral to October of the earliest effective date of the new energy account. Another important element is theraising the spending ceiling, from the current 500 million euros foreseen by the draft a 1 billion, therefore essentially the doubling of the quota. Far from 7 billion requested by associations. Another change should concern the register of plants, and in particular the exclusion from the aforementioned register of those with power below 20 kW, of public ones of any power together with plants with innovative characteristics and those with concentration.

Certainly the reintroduction of the bonus could not be missing from the requests for remediation dell 'asbestos from the roofs, present in the Fourth energy account, but great absent from the Fifth, at least so far, and the reinstatement of the prize Made in Europe, designed to favor European products.

All in all a positive balance. Many of the requests made by associations they seem to have been welcomed and made their own by the Regions. One of the biggest obstacles is certainly represented by the reduction in the share of incentives which, at best, would reach one billion.

Massimo Giordano, Councilor for Economic Development and Energy of the Piedmont Region and coordinator of the Commission commented: "Our bodies are convinced that the best way is to start a mediation that leads to a position that is shared as much as possible between the Bodies locals". For this reason, in his opinion, it is necessary "a careful examination of the Government's proposals and the achievement of a shared choice on incentives for renewable energy and a marked de-bureaucratization of the mechanism for accessing the plant register".

The ball goes to the Government.
