After the opening of the Government, here are the five modification proposals put forward by the Regions

fifth energy tale. After the small step forward made on the occasion of the State-Regions Conference, the latter are already reflecting on the changes to be presented to the Government, who on the occasion of the Conference said he was willing to accept the proposals of the Regions. How will the incentive system for photovoltaics change?

There have been numerous suggestions from various quarters. Come on Municipality associations, everyone has their own idea of how must e should not be the Fifth energy account, which will take over from the current system in force, the Fourth energy account.

Postponement of entry into force to 1 October 2012. One of the first requests made by the Regions provides for the postponement of the entry into force of the fifth energy account, from 1 July to 1 October. It should also be emphasized that the new incentive system would start if the total expenditure value of € 1 billion has been reached for at least 6 days by 30 October.

Exemption for systems in public buildings. Unlike the case of public buildings, which for the whole of 2012 could continue to take advantage of the incentives provided for by the current Fourth Energy Account, which would regularly apply to systems installed on buildings and public areas provided that they are put into operation by 31 December. 2012. If, on the other hand, they cross this threshold, they will also benefit from the fifth energy account.

Changes to the register and registration. It has long been a sore point. Another request made by the Regions is the raising of the power threshold of the plants for registration in the register, which according to the draft of the decree was to be 12 kWp. The Regions, on the other hand, require exempt from the obligation to register, photovoltaic systems with power up to 100 kW, for which the indicative annual cost of the incentives for the semester does not exceed 50 million euros. The same fate also applies to systems on buildings, warehouses and rural buildings with a power of up to 100 kW installed in place of asbestos-containing or asbestos-containing roofing. Other innovations concern the plants that do not have to be registered in the register, i.e. those concentrated and integrated with innovative features, those on public buildings and those on buildings, warehouses and rural buildings included in the areas affected by the earthquake in Emilia, provided that they are built or rebuilt in compliance with the anti-seismic legislation. Finally, to avoid the excess of bureaucracy and the lengthening of the times, the Regions are thinking about the possibility of introducing self-certifications.

Raising the spending ceiling. The raising of the spending threshold from the 500 million annually sanctioned by the draft up to 749 million euros is also fundamental. It's not much, but it's still a step forward.

Introduction of the Made in Europe award and the bonus for the replacement of asbestos roofing. The two prizes could certainly not be missing, the first aimed at favoring European production and which should be 3 euro cents per kWh for plants whose investment cost in the materials used is no less than 80% attributable to a production made in the old continent. The same amount will also be paid for those who decide to replace asbestos roofing with photovoltaics.
