    fifth energy tale. Incentives for photovoltaics have already been available since August 27th. No one knows yet how long will they last given that according to the provisions of the decree, admission to the ranking will be possible within the cost limit of 140 million euros, subject to the achievement of the indicative cumulative cost of 6,7 billion euros per year.





    How to get incentives?

    First of all, you need to register with the portal dedicated, provided by GSE. The obligation, we remind you, does not apply to some types of systems, i.e. those with a power of up to 50 kW installed on buildings to replace asbestos roofing, those with a power of up to 12 kW including systems built after a renovation, upgrades aimed at obtaining an increase in power of less than 12 kW and integrated photovoltaic systems with innovative features up to the threshold of a cumulative cost of the incentives of 50 billion euros. No membership even for photovoltaic systems built on public buildings up to the achievement of a cumulative cost of 50 billion euros and for photovoltaic systems with power between 12 and 20 kW, including those built after a refurbishment and upgrades not exceeding 20 kW, which require a reduced rate of 20% compared to that for plants of the same type registered in the register.

    Opening of the registers

    Theoretically, a new register will be opened every six months and the new spending caps will remain available for 60 days. The first, which has already started and will be open for registrations until 18 September, was allocated 140 million, giving priority to plants already in operation (to which the criteria of the Fourth Energy Account apply). The second will instead be allocated 120 million euros and from the third onwards 80.

    The criteria for the formation of the rankings of the registers

    For the formation of the rankings of the registers, the systems on buildings of minimum energy class D and in replacement of asbestos roofs will have priority. And in particular:



    1) Systems on buildings with energy certification, at least class D or higher, with modules installed to replace asbestos or asbestos roofing, provided that the same roofs are completely removed.

    2) Installations on buildings with energy certification, at least class D or higher.

    3) Systems on buildings, with an energy class lower than D, with modules installed to replace asbestos or asbestos roofing, provided that the same roofs are completely removed.

    4) Systems with main components made only in a member country of the EU or EEA (European Economic Area)

    5) Plants located, in order on: contaminated sites, exhausted landfills, disused quarries, exhausted mines.

    6) Power plants not exceeding 200 kW serving production activities

    7) Installed systems, in order on: buildings, greenhouses, pergolas, canopies, canopies, acoustic barriers.

    8) Other plants. Limited to the first register, in order to safeguard the plants already under construction, the ranking is formed by applying as a first criterion the priority on the date of entry into operation and, subsequently, the criteria of the table above.



    According to what the decree has established, the plants selected to obtain the incentives will have the obligation to start operating within one year from the publication of the ranking.
