Fifth energy account: because the plant register must be reviewed

There are still many doubts, despite the changes requested by the Regions. What is most worrying is the register

fifth energy tale. The opening at changes of the Government on the occasion of the State-Regions Conference last week had hinted at interesting news regarding the new incentive system for photovoltaics. But there are still many doubts.

despite the changes that the Regions have proposed to the executive to improve the draft of the decree, there are some points that still do not convince, first of all the infamous record. On the eve of the meeting of the State-Regions Conference, ANIE / GIFI had reiterated the need to review this system which, if approved without changes, would have failed.

“Il record it is a system that has shown its inefficiency several times ”declared Valerio Natalizia, President of GIFI-ANIE. “It is not used to control spending but only to create bureaucratic complications for operators and therefore increase management costs. Also there European Commission, in a letter of warning sent to the Government he underlines it with decision “.

And Natalizia also suggested the way forward to streamline bureaucracy, also through self-certifications: “A virtuous system that the value of the incentive decreases as the volume of installations increases, this is the way to go. But if the government intends to keep it, at least we foresee an increase to 200 kW of the access threshold ".

In particular, according to the President GIFI-ANIE, we need to aim now more than ever to encourage the sector and national production: "We need to have courage and invest, especially in times of crisis, in the competitiveness of national companies and in promising markets such as that of renewables: Europe is also asking for it ".

It should be remembered that the changes requested by the Regions concern the rsending of the entry into force of the decree to October 1, 2012, the derogation for systems of public buildings, the raising of the power threshold of the plants for registration in the register above 100 kW, the increase in the expenditure ceiling from the 500 million per year sanctioned by the draft up to 749 million euros and the restoration of Made in Europe award and the bonus for the replacement of asbestos roofing.
