    The Energy Income is a measure that aims to help families with lower incomes in supporting the expenses of their bills by economically incentivising the condominium or balcony domestic photovoltaic system. Measure already foreseen in 2020 with a fund of 200 million euros, it is not yet implemented

    Supporting energy costs is becoming increasingly difficult for millions of households. With the dear bills which literally hit domestic budgets even before the war an economic measure called its Energy Income was envisaged. What is it? And above all, what happened to the 200 million euros allocated?



    Let's take a step back. The realization of the National Fund for Energy Income was foreseen by the Cipe resolution no. 7 of March 17, 2020 'Development and Cohesion Fund 2014-2020. Business and competitiveness operational plan. Financial modification and integration aimed at measures for energy income ': two years ago, in particular, it was planned to encourage citizens' self-consumption of energy and promote the spread of renewable sources, in particular PV.

    The text reads:

    [...] this national energy income fund is aimed at the disbursement of capital contributions or the provision of guarantees to cover the investment costs for the construction of photovoltaic systems for domestic use with the aim of supporting energy self-consumption and promoting the spread of renewable energies and is primarily intended for individuals and families in conditions of economic hardship

    In other words, according to the ISEE, individuals and families can ask for economic incentives up to the complete coverage of the costs for the installation of domestic photovoltaic systems (on the roof or on their balcony), thus guaranteeing a reduction in bills through self-consumption. up to the "zero initial cost" limit.

    But the ministerial legislation that allows for it has not yet been adopted activate interventions financed by the aforementioned Fund, using the resources already assigned for this purpose. In practice, there is money but it is as if they were "blocked".

    From the resolution to today, in fact, a government has changed, repeated urgent measures have been taken for the pandemic that literally devastated our country on 17 March 2020, and unfortunately a war has also broken out.

    However, the income could be an economic support and at the same time a concrete incentive for the energy transition.



    A parliamentary question was therefore addressed to the Minister of Ecological Transition and the Minister of Economic Development last month asking:

    what are the reasons for the failure to adopt the measures necessary for the operation of the Fund, as well as what initiatives it intends to take in order to allow the aforementioned measures in the field of energy income to be operational
