From this year, the citizens of Puglia will be able to produce energy from renewable sources at subsidized costs. A few days ago, in fact, the president of the Puglia Region, Michele Emiliano, announced the publication of the announcement to access the so-called Energy income: this is a new facility reserved for families with an income of less than 20 euros. The non-repayable grant is set at a maximum of 8.500 € for energy efficiency interventions in homes.

Energy income is an absolutely current measure and of enormous importance in this historical moment - commented Emiliano - We first approved a regional law on the subject and then carried out the acts to make it a concrete and effective measure. We will thus be able to combat the phenomenon of so-called energy poverty and promote forms of self-production and self-consumption of clean energy. But there is much more, because, in addition to the positive effects on the environment and climate, the benefits for the Apulians will also be of an economic nature, starting with the creation of a new local supply chain for the installation, maintenance and management of this type of plant that sees specialized economic operators registered in the regional register as protagonists.

What does the Energy Income consist of

Thanks to the regional contribution it will be possible to cover the costs for the purchase and installation, at one's home, of a plant for the production of electricity and thermal energy from renewable sources, including any electricity storage system.

“The energy surplus produced will serve to fuel the measure and therefore to assign the resources to other beneficiaries” clarifies the Puglia Region.

Who can use it

But who is this contribution intended for? The benefit is reserved for natural persons, holders of domestic residential users who have the
following requirements:

• citizenship of an EU state or, alternatively, citizenship of a non-EU state, provided that they have resided for at least 1 (one) year in a municipality of the Puglia Region and in compliance with the provisions on immigration and residence
• registered residence in the building where the system will be built
• Current ISEE, pursuant to article 9 of the same DPCM 159/2013, not exceeding 20.000 euros

The announcement also clarifies that the Energy income is intended for:

• end customers and holders of electricity delivery points for domestic use, owners of independent housing units, not in condominiums, located in the regional territory
• end customers and holders of electricity delivery points for domestic use, holders of usufruct, use, dwelling, or surface rights, of independent housing units, not in condominiums, located in the regional territory
• end customers and holders of electricity delivery points for domestic use, owners of real estate units that are part of condominium buildings, located in the regional territory
• end customers and holders of electricity delivery points for domestic use, holders of real rights of usufruct, use, dwelling, or surface rights on real estate units that are part of condominium buildings, located in the regional territory;
• condominiums as defined by Legislative Decree 4 July 2014, n. 102 "Implementation of Directive 2012/27 / EU on energy efficiency" (heat accounting), located in the regional territory, for users relating to the consumption of electricity for the operation of systems for exclusive condominium use

For all categories, access to the grant is reserved for beneficiaries who:

• intend to install an electricity system powered by renewable sources (photovoltaic, thermo photovoltaic or wind) of power not less than 1,8 kW of electrical power and not greater than the power used by the user to which the production plant is connected. Furthermore, the annual project producibility of the production plants must be no less than 1.200 kWh / kW installed
• do not benefit from any other Community, state or regional energy subsidies for the purchase and installation of the aforementioned electricity plants powered by renewable sources, including the super bonus or other tax deduction / credit measures

What contributions can be obtained?

As clarified in the announcement, to purchase and install electricity and thermal energy plants powered by renewable sources, the following are envisaged:

• a non-repayable grant up to a maximum of € 6.000,00 (VAT included), for each purchase and installation of photovoltaic or solar thermo-photovoltaic or micro-wind systems. A maximum share of 20 percent of the contribution can be used to provide, in addition to the aforementioned systems, the purchase and installation of solar thermal systems for the production of domestic hot water, to be combined in any case with one of the energy production systems. electric.
• a non-repayable grant up to a maximum of € 6.000,00 (VAT included), for the purchase and installation of systems photovoltaic or solar thermo-photovoltaic or micro-wind for utilities relating to the consumption of electricity for the operation of condominium systems. Furthermore, it is possible to provide for storage systems: in this case the maximum contribution for the purchase, installation of electrical and thermal energy systems powered by renewable sources and storage is equal to Euro 8.500,00 (VAT included).

How to claim the bonus

Booking requests for access to regional energy income must be submitted, under penalty of exclusion, starting from the 20th day from the date of publication of the notice in the Official Bulletin of the Puglia Region and for the following 90 days following the procedure , available on the IT platform accessible through the following link: https://www.regione.puglia.com/web/politiche-energetiche and according to the Guidelines for preparing the questions and reporting on the intervention that will be made available
before the opening date for submitting applications.

Method of disbursement of the contribution

How will the Energy Income be obtained? Within 150 days from the acceptance of the application for the grant, the beneficiary through the economic operator transmits the request for disbursement of the loan to the competent regional structure,
together with the documentation indicated below:

1. the project
2. the certifications related to the plant
3. the testing of all the planned interventions including those that gave title to scores
   reward them
4. ten-year insurance
5. the guarantees issued by the manufacturer
6. the invoice of the interventions carried out
7. the data of the installer registered in the List pursuant to art. 12 of the Regional Regulations
8. the authorization to pay the contribution in favor of the installer by virtue of credit transfer or irrevocable mandate for collection or other means
9. a copy of any necessary administrative authorizations including any landscape authorizations
10. a copy of the report of the first connection in parallel to the grid which is produced by the distributor
11. Deed of commitment with the GSE for the On-Site Exchange or other equivalent mechanism for the valorisation of energy
12. mandate to collect the On-Site Exchange or equivalent mechanism for the valorisation of energy with the GSE in favor of the Region

Following the verification of the validity of the application, the Puglia Region will provide the contribution in a single solution in favor of the economic operator, within 30 days from the conclusion of the preliminary procedure (which is completed within 90 days, starting from the following receipt of the request for the supply of energy income).
