    In Australia, the Animal Welfare Act came into effect in March 2020 and since then ACT, the district of the capital, has been able to enforce penalties of up to 4000 dollars for those who do not guarantee the possibility of carrying out adequate physical exercise for their dog.

    Indeed, the ACT Animal Welfare Act provides that failure to do so physical exercise of a dog or the confinement of the animal in a space for 24 hours, is liable to very high fines.

    Unfortunately, however, the legislation does not apply if the dog has access to courtyards, gardens or others outdoor spaces in which it can move freely. For this reason, the animal rights association FOUR PAWS requests that the law be extended to the entire Australian territory and that it be applied regardless of any outdoor space available.

    Rebecca Linigen, director of the association, underlined how the dog's lack of socialization, the absence of interactions with the owner, with other people and with his fellowmen during walks, can lead to emotional damage.

    The dog can become fearful, aggressive and hostile towards other dogs and people - explained Linigen.

    The law approved in 2020 takes into account the basic needs of animals and provides that dogs and other four-legged friends always have adequate access to food and water and are guaranteed shelter and care. With this in mind, the legislation also took into account physical exercise, but theimportance of the walk it goes far beyond physical activity.

    For the dog, in fact, the walk represents a fundamental moment in which the animal strengthens the relationship with the owner and during which he can get to know the environment outside his own territory and interact with other dogs and people.

    Thanks to the walk, the dog develops a balanced personality and avoid undergoing severe stress, which can have psychological but also physical repercussions. Stress in fact lowers the immune system, increasing the risk of developing diseases.

    The Australian law represented a big step forward but, as animal welfare associations underline, the time has come to implement it by applying the sanctions even to those who confine their dog in an open space thinking it is sufficient for their well-being.

    And to those who argue that stricter regulations only serve to reduce adoptions, it must be remembered that a good adoption, to be such, must necessarily be a 'conscious adoption.
