In 'international year of forests, finally comes some good news. In Brazil Dilma Rousseff's government announced that on the Amazonian territory new protected areas will be created, subject to legislative constraints, with the aim of safeguarding their biodiversity and making them immune to human action.
And when the announcement turns into a decree and the facts are passed, almost half of the territory of the Brazilian Amazon will be officially protected by law.
In fact, if we add the indigenous reserves present, environmental conservation unit (where it is possible to make sustainable use of renewable resources), the natural reserves and national and state parks, already fully protected today, will come to cover the 44% of the total area of the Brazilian Amazon, Or a quarter of the surface of Brazil.
The situation is put in black and white by a report published in recent days by ISA (Instituto Socioambiental) and Imazon (Instituto do Homem e do Meio Ambiente da Amazonia), which highlighted (in addition to the positive aspects) also the lack of personnel and adequate structures for the surveillance of the territory.
Also because the dossier highlights how in a decade - between 1998 and 2009 - deforestation in protected areas has in any case reached 12.204 km2 or 47,4% of the accumulated deforestation up to 2009 within the natural reserves and lands. indigenous. In addition, a vast network of illegal roads has been built in the protected areas and in particular on the conservation unit of sustainable use where there are 17,7 km of roads per 1000 km2 under protection and most of these roads are linked to illegal logging. .
In fact, by making a quick count - it emerges from the study - every employee (including forest guards and officials of IBAMA, the Institute responsible for protecting the environment,) should check for absurdity beyond 1.800 square kilometers of parks and reserves. It is therefore a system that ncannot guarantee compliance with the law.
For this reason the two associations propose that the consolidation of protected areas should take place not only by law but also through a series of targeted and coordinated actions starting from a better management of the financial resources to be allocated to these areas, the recognition of indigenous lands, the drafting of strategic plans for territorial management and strengthening the fight against illegal activities.
